Haryana Legislative Assembly will be completely paperless within three years, said Assembly Speaker Gian Chand Gupta, adding that this step will save ₹15 crore annually.
To introduce paperless functioning, the Ministry of Parliamentary Affairs, the Haryana government and the Assembly signed an MoU for the implementation of the National e-Vidhan Application (NeVA).
Gupta said the expenditure on the project costing ₹20 crore would be shared by the Central and the State governments 60:40. “It has become a historical day for Haryana to realise the objective of digitisation as envisioned by our Prime Minister Narendra Modi.”
The MoU was signed by Dr Satyaprakash Khatana, Joint Secretary on behalf of the Ministry of Parliamentary Affairs; Pankaj Agarwal, Secretary, Department of Personnel, Training Vigilance and Parliamentary Affairs on behalf of Haryana; and Secretary RK Nandal on behalf of Haryana Legislative Assembly.
He said that Haryana has become the 16th state in the country to join the initiative of Digital India Mission.
Due to Covid-19, there was some delay in scaling the project. Under the agreement, the Union Ministry of Parliamentary Affairs will impart training to the employees associated with the Assembly as well as the IT cell for three years. Gupta said that the Assembly library will also be digitised.
Himachal Pradesh is the only state in the country whose Assembly is paperless. Gupta said that a team of MLAs and officers of Haryana Legislative Assembly would go on a study tour to Shimla on March 1 and 2 to watch the proceedings of Himachal Assembly.
