Earlier, upon purchasing a motor vehicle, one had the option to customise the license plate with colour, language and font of choice. However, all this changed with the amendments in the Central Motor Vehicle Rules, 1989, by the Ministry of Road Transport and Highways (MoRTH).

Now, the new mandate requires all vehicles sold on or after April 1, 2019, to be affixed with High Security Registration Plates (HSRPs), which form a uniform pattern of displaying motor vehicle registration numbers across the country. The Ministry took this step to curb vehicle theft and enable easy tracking of lost/stolen vehicles.

According to the Ministry’s new rule, a vehicle manufacturer has to provide the HSRP to the dealers along with the vehicle. Once a person buys a vehicle, the dealer will stamp the allotted registration number on the plates and fix them on the vehicle. Also, the cost of a High Security Registration Plates (HSRP) and the cost of affixing it to the new vehicle should be included in the price of the vehicle. The HSRPs have a guarantee period of 5 years, wherein if it is damaged or its letters/numbers fade away, the dealer will replace it for free.

As per the Ministry, existing vehicles will also have to switch to the new HSRP. For this, one needs to visit the car dealer. A person will have to surrender the old registration number and destroy the number plate. The new registration number will be electronically linked after the registration process is over and the HSRP is affixed to the vehicle.

Step-by-step process to apply for High Security Registration Plates HSRP in Haryana:

  • Visit the official site: http://hsrphr.com/
  • You will be asked to fill details such as: Vehicle Number, Chassis Number, Engine Number, Owner Name, Address, Mobile Number, Vehicle Class, Vehicle Type, Fuel type. Carefully choose the Vehicle Class from the two options: Transport or Non transport. If it is your personal vehicle then select the option “Non transport”.
  • After clicking submit a username and password will be sent to the registered mobile number.
  • After clicking submit, you will be required to login with the username and password to make the payment. A receipt will be generated. 
  • Keep a printout of the receipt and check the current status of your HSRP on: http://hsrphr.com/status.htm
  • When your HSRP is ready, you will receive a message on your registered mobile number.
