The Congress on Tuesday announced its second list of 23 candidates for the February 20 assembly elections in Punjab, relying mostly on old party hands to retain power in the state.

Among the 23 names, Deepinder Singh Dhillon has been given ticket from Derabassi, while Vijay Sharma Tinku, a liquor contractor, has been given ticket from Kharar.
